Is a new city on the way

A new incorporated city could be coming to Williams County in the near future.

During Tuesday’s Williams County Commission meeting, a group of developers from South Dakota presented a plan for Bakken Village, a new incorporated city to be placed directly east of the 13 mile corner.

“This all grew out of a need to have affordable housing,” said Chuck Neff, the legal counsel for Bakken Village. “We know what we’re facing, we know how it is out there.”

Bakken Village was put together by Four Front Design and the owners of the property that will be developed into Bakken Village.

Under the contract agreed by both parties, about 70 percent of the housing built in the new city will have to be affordable, which representatives from Four Front said would be somewhere between $150,000 and $250,000.

While the idea of incorporating a new city might be new to the residents of Williams County, Four Front has experience doing it before.

“There’s a little town called Summerset, USA. It’s halfway between Sturgis S.D. and Rapid City, S.D.,” said Bryan Vulcan, president of Four Front. “We were involved in the creation, planning and incorporation of Summerset.

“Summerset was the first in 60 years to be incorporated (in South Dakota).”

Vulcan said the group has been searching for answers to what would best help solve some of the growth problems in the county for about a year after meeting with the county’s planning and zoning board. After a careful study, Four Front found that incorporation was the best plan to help the situation.

Bakken Village will provide other services to the surrounding area.

There will be a school in the city, as well as a downtown shopping area and emergency services will all be available to Bakken Village residents.

Four Front also plans build a golf course and parks along the Little Muddy River.

If Bakken Village’s incorporation is approved by the North Dakota secretary of state it will be the first new incorporated city in western North Dakota. This is not the only town that is looking to incorporate because of the boom. Mentions were made of Trenton looking into the idea of incorporating.

The county commission has set up a task force to look into Bakken Village and its potential benefits to the county.
