1-cent sales tax may be on ballot next year
Officials working on ballot language, agreement with city

The 1-cent sales tax for Williston Park District may be on the ballot next spring.

Thus far, language for a resolution and a joint powers agreement between the park district and the city of Williston has been hammered out, and ballot language is still being worked out, said park board President Larry Grondahl.

Maybe in September the documents will be ready to be presented to both the park board and the city commission, and it may be ready to be placed on the ballot in a special election in March or April 2011, Grondahl said.

The park board is working toward implementing a one-cent sales tax to generate money for various projects the park district needs to complete, set up a reserve fund and a matching grant fund for the community and surrounding communities. The idea is to drop all or part of peoples' property taxes paid to the park district and instead have a sales tax. If implemented, it wouldn't be in place until the Williston Public School District 1 sales tax is dropped.

Also, the board heard the park district received its $231,000 from its lease agreement with Kasmer and Aafedt Oil, Inc. on 77 acres of land in Spring Lake Park. Grondahl asked the board what it thought should be done with the money. Board Member Joel Wilt said it should keep a portion in a reserve fund for non-budgeted repairs, as well as pay for the new compressor, well at the golf course and hockey boards, then see where the park district stands financially. The board agreed with the suggestion.

In other business, the board:

* Heard the first Katie Keogh Memorial Tennis Tournament held this past weekend was a success. There were 37 entries in the tournament, said Jeremy Ludlum, recreation superintendent.

* Heard many compliments were received about the playing field during the recent First National Bank and Trust Baseball Classic.

* Heard the fall/winter Williston Parks and Recreation brochures should be handed out to children during the first week of school, on or about Aug. 27. The first day of school is Aug. 25.

* Heard children can sign up now for flag football and other fall programs. Ludlum warned the spots for flag football go quickly. There's information on the website, www.willistonparks.com, about the fall programs including Tyke Time and soccer. Also call 577-5141.

* Heard from board member Ken Callahan via conference call there are plans to submit another $50,000 check for the splash pad at the Williston Community Builders playground in Davidson Park. Also, Williston Parks and Recreation Director Darin Krueger, Ludlum and Callahan plan to meet with a park district official in Minot to discuss the do's and don'ts of installing a splash pad.

* Approved paying $4,200 to send Krueger, Ludlum, Nick Arola, recreation coordinator; and Mike Amundson, recreation coordinator in charge of communications, to Minneapolis from Oct. 25 to 29 for the 2010 National Recreation and Park Association Congress. Krueger said it's been budgeted, and he wanted to take advantage of the fact the event is so close to Williston. The annual event is normally held further away.

    " I will be interested to see how long it will be before the School District needs to build or remodel another elementary school because of the increased population and needs 1% again. Where will it stop. I agree with Dave also, why waste money with a special election, except that they are hoping for a very low turn out. "

    " If the language is ready in September why not put it on the Ballot in November. Why waste even more money on a special election. The reason why is they hope for a low turnout of those in favor and slip this by everybody else.. "
